Fwiw, “blonde” can also refer to a type of beer. Given the sentence above, maybe the cop was just commenting on the person’s drink choice.
A boating ticket from the 1950’s. “No lights on boat. No beer on boat. Only one blonde.”

Wait so was he in trouble because he should have had beer on the boat? And should have had more blonds?

He was only 20! Can a man not run around on the lake, lights out, with only a single blonde?! In my day I carried two for conversation’s sake! (That’s a David Lee Roth joke, can’t remember which video. I’m old! Slack. Cut me some.)
Persecuting a man for harmless fun, SMDH. Fascists running the place, far back as the 50s. I hate what America has become.
(Seriously, I’m religious about checking the nav lights. Our boat is a 10’, $600 POS from Academy. LOL, my redneck ass has a flashlight on a bamboo pole for the rear white light. During the day I fly a hunter orange flag 8’ high. I don’t want my family getting splatted by a drunk!)

As a blonde, is this one per person or per boat? Do all us blondes need to fight to the death on the dock? Will there be betting? Can I bet if I participate? So many questions.
