I don’t see much to attract me about this but I also don’t understand the massive downvoting. There’s nothing wrong with starting a forum, and if you’re going to do that, it’s perfectly fine to use the Lemmy software, and maybe even someday end up with some amount of federation.

I can't speak for others, but my downvote is because this post reeks of "free speech" enthusiasm. People looking to create a space they don't need to moderate and where people don't need to "walk on eggshells" is just the dog whistle way to say bigots who don't want to get called out or banned for their bigotry.

The presence of those people on reddit never bothered me much. They stayed in their own niches and I stayed in mine. I’m fine with the idea of individual communities being safe spaces for particular groups though it’s likely impossible for anymore anyplace to be safe for everyone.
A general purpose cooking community will be unsafe for vegans. A vegan community will be unsafe for BBQ chefs. A programming community that I want to be in might be unsafe for Java programmers (never date a Java programmer–they will treat you like an object). The best you can do is make sure that participation is voluntary and that edgier topics don’t overspill too much.

Isolated from federation is a personal dealbreaker (though I’m aware of its many difficulties), but I wish you success in creating a vibrant community based on your philosophy.
Overall sounds like a laissez-faire approach to moderation: though I’d be interested to hear more specifically on your values and philosophy that guides you.
Beehaw is an example of a well-defined philosophy and its similarity to your potential server appears to be a holistic approach to moderation. Still, there are many people who get upset on forums and think that Beehaw’s moderation actions are too harsh and there’s no such thing as “free speech” on that (or frankly any Lemmy) community. I found that most people banned due to somewhat toxic behaviour were given ample warnings.
Have a look at the stuff @gaywallet@beehaw.org has written at great length on the philosophies, and principles Beehaw was founded on, and important discussions that have come up when it comes to fostering a community with that in mind.
You can use it to determine whether you are aiming for that kind of place minus the federation, or key value differences or areas you think better match your ethos.

Are y'all more fascy leaning, or "centrist" leaning that's going to be co-opted by fascies because you refuse to get political, thus allowing right wing ideologies to fester in the community? Because the "walk on eggshells" talk just sounds like code word for "we don't want to have to have repercussions for people posting bigoted content", and that's going to attract nothing but edgelords
In fact I'd rather take the scum that is Beehaw over this because you've given no information whatsoever about what kind of community you're fostering, besides wanting to be separate from literally everyone
I'd also go so far as to say that you shouldn't be poaching people across the fediverse if you're just going to be a glorified forum.
