    brains big different even twins

The neural patterns of separate individuals of the same species can vary widely. This is is especially true when considering mammals, like dolphins and chimps. Even more so when we consider humans. Human twins have the same starting points as it were, and so have largely the same experiences hence why they can mostly predict each others actions in certain situations but they are still different people and there will eventually be differences in behaviour over time (that the other can still predict).

This simple question is basically the entire reason for early childhood development research in modern psychology and we still don’t know all the answers.
