Check what your local laws require. Some areas require both front and back plates, some only require rear plates.

Depending on local laws such as your country, state, district, or county:
Cars without license plates require Tags. These identifiers are used to show your vehicle was inspected and registered with the local authority such as the DMV. Because new plates take time to be obtained, Tags can be placed in either the windshield or on an unqualified plate.
There are usually some circumstances where a vehicle may drive without a plate, such as a federal authority or in an emergency.

That depends on where you are. In most of the world cars need both plates, but I know at least some US states are ok with only a rear plate.

Define stalled.
Usually it means the engine stopped for whatever reason, so if that’s the case you checked the plates of someone who could have broken down.

It also depends on the car, if it was never designed for a front plate at all then it won’t need one.

In the US, this depends on your state. Mine does not have front plates, most of the states near me do not, but one does
