Sure, there are various ways to get the coatings off, although that sounds like a pretty shitty coating. The “better” pills are harder than that to defeat.
With that being said, it’s more about stopping a kid from stealing their parents pills to take to a party than stopping serious addicts from snorting pills. The kids are the ones who will OD

That’s because in those cases the FDIC receives the assets from the bank and distributes those. If they didn’t receive enough funds, individual depositors would not receive extra coverage from the FDIC
A quick google search showed that this happens to about 6% of accounts over the insured limit

Probably a trope. Low level cops don’t just stumble on kingpins. It take a large, coordinated investigation. You can’t just pay off the arresting officer, you’d need to pay off dozens at a minimum. And someone would say something. Maybe not to their boss, but at a bar, etc.
