Would it be realistic to use licence plate readers that cities have (like Flock) to track ICE activity? Most of the time local police are at the scene of these events, even though they should not be helping in any way (in a santuary state). The police could collect the plate number of all the ice vehicles, and put them into a hotlist.

Any time one drives past a plate reader, it will post it publcly and maybe send an alert to anyone who opts in.

How feasable would this be?
