I’ve used it exactly once in my career.
Had a senior officer who was trying to get involved in my departmental business.about a disciplinary issue . As the next highest ranking in the space, I said “Due respect Sir, I believe the Chief and the POs have the matter in hand, however, I did wish to ask your opinion on the new training schedule?”

Another backhanded “positive action” comment is “I’m going to give that the attention it deserves” and nine times out of ten it will be absolute fucking rot so no, that’s going to the bottom of the list. Cheers though.
