Clone Tuvix, unmerge them from the clone, then kill Neelix. Also then kill the original Tuvix to be quite sure that Neelix cannot possibly survive.

Clone Tuvix twice. Split one, then Tuvix the other two with Tuvix and neelix, creating a Tuvox and a Neelic.

Tho even if you would count it as 4 murders (Janeway killing Tuvix on the spot where she first saw him, no questions asked, no explanations given) it would be still well worth it.
