Your jaw muscles force your jaws together. It’s both jaws doing the biting.
If it's the lower jaw doing the biting, are we using underbite and overbite, backwards?

No. It’s still your lower jaw. It’s under your upper jaw.
The over bite refers to the upper jaw. Because your upper jaw is over your lower jaw.
The under bite refers to the lower jaw. Because your lower jaw is under your upper jaw.
