First of all I don’t think there’s many full time jingle writers - let’s call them commercial composers. Meaning they get paid to create music for whatever.
And for those, I’m fairly certain that they analyze music all the time, even while listening to the radio. They know the building blocks (they’re simple), and at some point realize what a pleasing melody sounds like and how easy it is to produce one.

They have them stuck in their head so much, they have to create the songs and infect others with it.
