Did Sisko make the right decision in S02 EP05 Cardassians? [Spoilers for this episode!]

For context, Rugal was the young Cardassian boy raised by Bajoran parents. Sisko is deliberating between sending Rugal back to Cardassia to live with his biological father when Rugal wishes to remain on Bajor with his adoptive parents. Sisko decides to send the boy to Cardassia to live with his biological father who he doesn’t love or remember. What the fuck Sisko? It’s a completely ass backward decision on his part, if you ask me which of course you don’t. Poor Rugal.

Whenever possible, the kid’s decision should be respected. It is their life that is being decided. A birth parent who sees their child being happy in a new home can choose to “let them go” so to speak. The kid may choose to include them in their life later on. When abuse is involved, that’s when the kid can’t make the right choice for themselves, and we need the social worker’s help. The episode captures a real dilemma that social workers face when navigating these issues that involve vastly differing cultures.

It’s a Tuvix level decision I’m glad I didn’t have to make. I think reuniting a child with their biological parent is a general, understandable guideline. And if you look at this clusterfuck in sequence, the first crime in this case - the illegal invasion of Bajor notwithstanding - is Rugal’s abduction by Dukat’s aide and his subsequent depositing in an orphanage. If it hadn’t been for that, Rugal would not have had Bajoran foster parents. Who were understandably not very nuanced about the Cardassians. (There must have been a way to raise him not hating his “kind” unconditionally as he does. So they carry a small dose of guilt for this mess in my opinion.) Which led to Rugal biting Garak.

The biological dad makes a convincing case that he was fucked over. Rugal is fucked no matter what. Sisko went back to where this train was sent on the wrong track and corrected that. I can kind of see the logic of that decision. He had to weigh different factors and decided to give less weight to Rugal’s wishes over the crimes that preceded him ever being in a position to express them this way.

Tough call but he (somehow, there doesn’t appear to be a legal system with a metal sphere gavel and the social worker from Mrs Doubtfire presiding just yet) had to make one. And there probably isn’t a right decision.

  The adoptive and biological parents couldn’t decide on which planet’s law should apply, and mutually agreed to Sisko as a mediator. Which seems questionable, but at least they addressed it, I suppose.
  
  And yeah, there are no winners here, but all other things being equal, it probably should be policy to return children to their birth families.

Reminds me of an old story.

The King asks his grandson what a king’s job is?

The lad says that a king’s job is to make good decisions. The King says no, a king’s job is to make terrible choices.

He goes on. Anyone can make a good decision, because those are usually pretty obvious. When the choice isn’t obvious, it gets ‘kicked upstairs.’ The cop hands the choice to a judge, who kicks it to the appellate court, and so on. Eventually the King has to choose between two equally bad options.

While I see why Sisko had to make that choice, political pressure notwithstanding, I disagree with it.

In any case of deciding the guardianship of a child, the first and foremost factor is the child's benefit - aka where and with whom does the child have the best chance of upbringing, including how the child feels where they should be.

In this case, Rugal wanted to stay with his foster parents. His benefit would've been to stay with them, and Sisko should've seen this. While yes, Rugal's father was indeed screwed over by Dukat's aide, his claim to guardianship was questionable at best. Would he provide for the boy to the best of his abilities? Sure. Would the boy have a happy, fulfilling life? Given his upbringing, no.

Unfortunately, politics played into it, and the Federation needed to score a gold star or two with the Cardassian government, and as such, the boy was handed over.

Doesn’t feel dramatically different from how Picard had to consider the boy in “Suddenly Human”. Except here the orphanage Dukat part off it makes it possibly worse.

  I was thinking that in both episodes there are compelling cases for both options which is what makes it a hard decision. Maybe DS9 went with the opposite resolution from TNG to highlight that, and possibly to be different from TNG.
