We have both in Canada. The difference is that smarties are naturally colored, whereas M&Ms are vibrant thanks to artificial colorings

I think you may be triple confusing Sweet Tarts™ (chalky semi-tart disks) with Smarties™ (chalky sweet but oddly flavorless disks) and Spree™ (not as chalky, candy coated disks) which these days are more often encountered as Chewy Spree™ (Chewy candy coated disks.)
And we haven’t even mentioned Necco Wafers™ nor Giant Sweet Tarts™!
