Can you cite that? According to the official statistics the population of the whole region is around 1 032 000 people now and has been around 1 029 000 in 2021, the stats are mirrored in wiki, russian only:

I know you’ve already received a woosh but the explanation is this: the post makes the joke that Kaliningrad is all that Russia is and in that context, Kaliningrad having managed to lose half a million citizens in a war with their neighbour that they don’t even border is comical.
Of course, that is not the reality. Kaliningrad is a small exclave of Russia.
