It’s a French curve ruler. IIRC the original French curve was used for drawing and drafting, having multiple curves and cutouts. This was developed with the graduations and solid shape specifically for sewing.

It’s important to remember that this angulation is based on the top percentage that have this standard curvature. It will not be accurate for those outliers whose angle is higher or lower than the norm
