Garish yes, but it was great for color-blind people.
Windows 3.1 included a red and yellow 'Hot Dog Stand' color scheme so garish it was long assumed to be a joke, so I tracked down Microsoft's original UI designer to get the true story

What I found interesting was the rationale behind the 16 available colors. Black and white, RGB, CMY, gray, and dark versions of each outside of B&W. Makes so much sense, but I never thought of it that way.
