It's an announcement to stay as far away as possible from whoever said that. Might even call it negging.
I know a lot of charming people that are pretty dumb.
Depends on context - if said amiably between friends, it could be fine.
In the context of your comment about it being your boss who said it, and why, I’d say it’s pretty insulting (if not necessarily an intended insult).
It’s pretty dismissive of you as a person, instead focusing on your value (to his bar) in terms of attracting male customers. It’s not very respectful of you tbh.

It’s a compliment because it means that you’re going to be very successful, have a lot of friends and a good time and great sex. Sure, your conversations will be shallow and your relationships superficial, but you’ll be too dumb to mind. Ignorance is a bliss, and who likes a smartass anyway.
Sounds similar to being told, “At least you’re pretty,” after saying something stupid.
I am trying to get my mind how anyone could consider that a compliment, or how anyone could be a big enough asshole to say that to someone.

This would mean completely different things depending on who said it.
If it’s coming from a male friend, it’s a joke compliment. We razz each other all the time and I’d probably laugh and appreciate the acknowledgement of my charm.
Anyone I don’t know that well, shouldn’t be saying anything like that.
