You have to understand how compartmentalized the military is. Service members focus on the job in front of them, the directions and orders their immediate supervisor are giving and the tasks they have to do.

What happens is the person that disobeys orders spends years dealing with all types of non judicial and judicial punishment, then they probably get vilified by various right wing pundits and having their lives dismantled and all types of fucked up, decades later some court will exonerate them and by that time, no one will remember the dudes name and or will only remember that they are a bad guy.
It isnt a culture of the people above me know better. It is a legal system taht dictates that.

Billionaires aren’t the only ones who do that. Anyone that owns their own business, plumbers, carpenters, electricians and etc do things to reduce their salary. Have the company buy your vehicle, rent them their house etc.

Not a kingpin but cops being owned by drug dealers is very real.
A buddy of mine, who is no longer a cop, was forced out because of that. My friend arrested a guy for beating up his wife. While looking through the guy’s text messages my friend found evidence that the guy was a drug dealer and was paying off another cop in the department to do all the shit you see in movies. Protect deals, take out competition, steal evidence to sell …the whole nine.
Why was my friend forced out? Well the chief of the detective unit (or whatever they called it) was inline to take on the #2 job in the state police department so he didn’t want any scandals. So he wanted the whole things covered up. My friend wouldn’t do it.
