    Explanation: Under feudal systems, most established and best defined (though as with all things in academia, contested) in medieval Europe, power is held by a small group of unelected hereditary nobility who rule over lower-ranking vassals, some of whom, themselves, have vassals under them.

    However, some feudal systems DID have elections! Some even for electing the monarch himself!

    … wherein only the highest nobility would actually have a vote.
