No, this is about international tyrants being international tyrants. The world and its many political issues do not revolve around the US President.

The civil war was Lincoln’s fault. He couldn’t negotiate a deal to keep the Union together.

Hahahah the civil war was inevitable at the point Lincoln took office due to the ineffectual leadership of his predecessor. Lincoln not only won the war with the command of the union military, but reunited the country.
My point in this of course, is to show how Biden being in office was itself irrelevant to the Ukraine war happening. If you want to get really into it it’s probably because Trump decided the year prior to try and quid pro quo Zelenskyy in exchange for continued aid to prevent a war between Ukraine and Russia.

Can’t do that directly as a NATO member unless war is formally authorized. What we can do is give aid to Ukraine, and continue to do so.
