Yeah, I believe it is short for a quarter of a year. They even use the same word in Japanese, written as クール (ku-ru).

According to ANN, it’s from the French cours meaning an educational course, or series of lessons, or a single lesson or lecture, or a river/stream, or “course” as in “to run its (river-like) course”
Don’t ask me how that applies to TV shows.

Wikipedia says in Japanese TV production it’s used to refer to production of about 11-13 episodes.
