I should have specified “for my phone.” I use Paint.net on the computer already. Really just want a lasso tool and stroke on the text.

Gotcha. I wish I knew something what could help. I’m a novice at all this. I just discovered meme it so like a week ago. Still trying to figure out where all the other resources are.
