It’s basically calling out the people who don’t change out the roll after using it up.
They’re saying they’d be waiting forever to get a new roll because the person they’re living with never does it.

It happens so much in my house, I always check the TP roll before I drop trou.

I used to hide a roll in the bathroom when I lived with my family. It was useful more times than it should’ve been.
