He was also singing about Western Virginia, and not West Virginia because the Shenandoah River and the Blue Ridge mountains are both in Virginia.

I mean… as someone who (many moons ago) won a golden horseshoe for my knowledge of WV: both of those geographic features are also partially located in southeastern West Virginia.
