It actually sounds a lot like a comic novel from the early 60s called The Big Ball of Wax by Shepherd Meade, who wrote How to Succeed in Business Without Really Trying. It’s about a corporate middle management drone who stumbles on the development of the technology Roddenberry describes.
It’s all about how the corporation the main character works for figures out what to do about the new technology, because the initial users prefer to have virtual experiences and have stopped buying anything but the basics needed to stay alive and healthy. The corporation is afraid it’s going to go broke and the larger economy is going to collapse.

Even the creators agree that it sucks tremendously and suggest that the second to last episode is the supposed season final (the one ending with archer pulling a Picard, giving an epic speech)
