I wouldn’t generally say it at all unless I’m in a situation where I’m offered recreational drugs such as cannabis or alcohol.
Why not just say no instead of telling everyone that you’re boring?

I agree. Who self describes themselves as a teetotaler? It comes across as more of a passive insult.
“Yo bro, we are going drinking. Should we invite Jimmy?”
“That teetotaling son of bitch? He wouldn’t have a good time with us.”
