Yeah, looks like that exact segment shifted a little while printing. A typical culprit when it comes to localized adhesion issue is finger prints.

Ah. I wiped it with alcohol before printing, but I guess that doesn’t actually remove the fingerprints.

I do both. Ive never had good luck just using dish soap and water alone and still have adhesion issues until wiping with IPA.

What PattyMcB said, but also, IPA is better applied on a room temp hotbed, because if it’s too hot, the alcohol evaporates too quickly to be efficient.

Should I not rub it until it evaporates, but rather just apply a thin film and let it evaporate?

You definitely want to rub it off and not gave it evaporate. Otherwise the oil will settle back onto the plate.
