I don’t think it’s specifically illegal if you were to have a normal mirror that happens to be “mis-adjusted”. Having a dedicated blinding mirror could get you in trouble.
I can’t deny having attempted adjusting my mirror to aim so when I’m being blinded.
I’ve often contemplated mounting a paintball gun on my car somewhere it can’t be easily seen and jerry rigging a wire mechanism from the trigger to the inside of my car to tag assholes that tailgate or unceremoniously cut me off.
One of these days…
