What is the difference between cracking this security chip and all the softmods that allowed unsigned code (invluding pirated games) to be executed?

In this particular case it should enable ODEs (optical drive emulators) so you can replace your DVD drive with an SD card reader. Right now the most common forms of PS2 jailbreaks have to load software from external sources like HDD (via network adapter, not compatible with later models), USB memory (via USB 1.1 ports) or memory card to SD adapter (MX4ISO). The last two have compatibility issues due to insufficient speed and competing for resources with software being ran.
