As soon as the FBI got involved, they classified the attack as terroristic. If nothing else, it’s worth expressing that the Louisiana mayor is the one claiming it is not a terrorist attack, not the federal government as is implied.

Did the FBI say initially say it was not terrorism? Yes. Regardless of whether or not they changed their mind later, their initial reaction is and will always be fact. That was the point of the post.

Unconfirmed. It was a black flag hitch cover last I read, and I don’t know of many places selling ISIS pick-up truck accessories.
