  I used to have a boss like that, he’d toss in an ellipsis at the most inappropriate locations.

  It made all his emails appear sarcastic. Leave it to a guy who focused primarily on decorum instead of substance to send an email like

  “Good job…”

  and not know how that reads.

  Keep in mind that they listed Canada as having non-flouride water, presumably based on the sole criteria that it’s not a national requirement. The split between communities with and without flouride in their water varies wildly by province.
