Our guts have 2/3 of the neurons as an entire cat. Does this mean our guts are about half as smart as a cat?

I suspect you could think of the neurons in the stomach like a microcontroller. Rather than doing all the work of a general purpose CPU, it does a bunch of very specialized tasks that are important but specific.
I wonder where else neurons are used in this manner?
