If they can pay the people with advanced graduate degrees enough that they seek other work elsewhere, it might succeed.

Why are they now building a new chip fab in NY again?

I think that’s just an old IBM plant they inherited. They’re actually head quartered out of Malta, NY and had their flagship foundry there, but I think dresden is currently their most advanced plant. It goes back and forth with node advancements

Probably to produce new nodes. You can’t just reuse old equipment.
