What? A 願い can be a wish or a request - not that the difference is important here.
In English, a “request” implies some asked something of someone/folks. A “wish/hope” is simply a desire that have been preferred. The latter here makes sense given the director cannot control what the publisher does, thus it isn’t “unprecedented,” 「もう手遅れなので」。
