I don’t think I would consider this “fixed” since it changes the animation. It’s more of a work around but I feel like this is the best it can get without materially changing the level or game.

Tldr: fixed by hex editing. The issue was the map was compiled using win95/98, and they can’t recompile it without potentially introducing a bunch of other bugs. So he was able to hex edit and fix the animation.
