It’s kind of ambiguous really. On one hand:
- betrayed by former allies
- false flag operations against them
- Federation dispatches most modern ships
- attacked with bio weapons
- revered war heroes switch sides
However,
- not the main organization in the franchise
- deemed terrorists by respectable officers such as Admiral Nechayev and Gul Dukat
- have betrayed their uniform
- allow violent criminals in their ranks

Every war and conflict has its heroes, terrorists, monsters and saviours … it always depends on who you talk to do, when you talk to them and whether or not they are winning one side of the fight or not. And when it comes to major conflicts involving thousands or millions of individuals, there are only victims and survivors - on all sides. Because the leaders, supporters, financiers and those making money or gaining power out of the conflict are usually the ones who tell others who to kill and destroy, while they sit comfortably away from any fighting and don’t care who lives, dies, kills or is killed.
This is why war of any kind never makes any sense. Those who want it are always the ones who ask others to fight and die while those who fight never really know why they are fighting in the first place.
And never trust the history books because ‘history is always written by the victors’ … and also history is written by the survivors, not the dead.
