Every effort to fix English just adds more exceptions. Meanwhile everything written beforehand, or elsewhere, still uses the old way, so you often need to learn both versions.
It's honestly kind of wild how unpopular Roosevelt's ideas for English spelling reform were.

In Australia it gave us the Labor party rather than the Labour Party… Even though we use British spellings for everything else.

Roosevelt tried to force the federal government to adopt the system, sending an order to the Public Printer to use the system in all public federal documents. The order was obeyed; among the many documents printed using the system was the President’s special message regarding the Panama Canal.
