Yes, Mac’s are ARM based with their M chips.
Most single board computers like Raspberry Pi are ARM based.
The 3 big cloud providers all offer ARM based platforms.

What do you mean “make a bios”? A BIOS initialises hardware - whether its x86 x64 or ARM is irrelevant. The machine would need a bios to boot

To be fair the firmware situation ain’t great on arm. The second thing your computer does after it turns on is hands off from firmware to the OS and that process ain’t exactly great or super standardized on any ARM system.
