We recognise the company did something wrong, has not taken steps to remedy it despite being told to, but because it’s in trouble elsewhere in the world I’ve decided we don’t need to do anything.

I’m thinking it’s probably just that the Privacy Commission is under-resourced, so they figured they may as well let regulators in other countries so some of the work for now.
