This sounded outrageous so I checked their website: haciendacdc.org/…/statement-from-hacienda-communi…
Supposedly you need 2/5 criteria to be eligible, and only one of those includes citizenship, so American citizens do qualify if they meet 2/4.

I have no reply. I didn’t write the article. I came across it, found it interesting, and posted it.
I’m not “digging” up anything.
What reason would I have to lie about the state of things in the country? I’m not part of that news organization anyway.
