The US government can do this (as opposed to your favored issues) for two reasons: 1) This is executive action by the Biden administration, not requiring Congress. 2) This is inherently uncontroversial. 81% of Americans have an unfavorable view of China. It is one of the few things Americans agree on with such strong bi-partisan support, thereby making China an easy punching-bag for campaign season.

Yeah, just an off topic rhetorical jab, but I appreciate your answer. I guess it just bothers me when politicians hand wave about free markets when it’s obvious they have the power to make these sorts of changes. I wasn’t talking about Biden specifically either, I’m not even American.
