The real question is who is having sex the girls... Boys or adult men...
This fact is glossed over so I am assuming adult men, which is characteristic for insular religious communities.
So we need some rope and get the wood chipper going.

Probably both. From my limited understanding the country is so poor, sex tourism of girls (and probably boys) has become normalized.
