How would economically hurting a blue state to spite a red state be an actual thing?

In reality I think the real issue is the insinuation that it’s to cripple Texas is flawed, reactionary and not very well thought out.

Not to say Biden is perfect, in fact he’s not. I think it’s more likely he’s doing this as something to point to and show his base that he’s doing something for the environment. It’s buying votes, which isn’t much better.
