Poor Haiti had to deal with a huge debt that France forced down on them. It took them over 100 years to pay that debt, thanks to high and compound interests

The debt, on top of that, was marginal to France. A step above a rounding error to the French economy. It was purely punitive, not even a matter of selfish opportunism.
