It’s worf and alexander playing a holodeck western, there is a malfunction that injects data into some recreational programs (and vice versa). This then bit by bit turns every person in the simulation into versions of data, including the, uh, voluptuous bartender who has a thing for the sheriff (played by worf)

That and it’s always fun to see Brent Spiner’s comedic skills come out, because he’s very funny. He was in a bunch of sitcoms before TNG, most notably an entertaining run on Night Court.
