And then you need not only develop for different hardware, but software as well. Yes, different versions of iOS are different. Source: developers for mobile for three years.

Isn’t the problem now just different screen sizes? I thought that, other than that, everything is easily portable from between different iphones, ipads and whatnot

And the iPhone screen size didn’t change until the App Store had been around for 4 years. I am not sure why this person is trying to discount what you’re saying.
