I assume it’s a reference to the times she (twice) offered to fuck Saddam and Bin Laden in exchange for peace
Comment on Cicciolina... what a character

Context would be welcomed.
She appears to be a former porn actress and former Italian politician, from skimming Wikipedia, though it’s not clear to me how that translates to the meme from that quick glance.
This raises multiple question. Why her specifically for the trade meme? Couldn’t it be any other porn actress? Or is there some specific reason it must be her? Is she being also a former politician relevant? If so, is it a joke about “fucking” in politics and the sex industry being different things? But if it is, there doesn’t seem to be an indication of contrast in the meme?
Furthermore, most recorded passages of history are still too niche for people to have the context ready to understand jokes related to them. And having to read a whole biography to try to understand a joke kills the funny factor.
And on a tangent, if there is an explanation or logic to the joke, maybe worth posting on !memes@fedinsfw.app too?

It’s quite literally in the second paragraph of her Wikipedia:
You expect people to actually read?

Then don’t read, just listen to the music: https://youtu.be/LNWu7Ejm_TM?t=116

Well.. If the person said he skimmed the wikipedia article, yes.
It’s not that it is in some obscure footnote, it’s the second paragraph.
They could’ve saved a lot of time just praying a little more attention vs writing an epistle based on a mistake.
