I can highly recommend surgical scalpels to work on PCBs. It also sounds like the shorting of the two pads only has to happen once to flash the firmware, so maybe you could use one of those cheap needle probes to temporarily get contact with the via under the ripped of pad.

You can use a scribe, flat head, or a dremel. Just do enough to see the copper layer. Then add a solder ball to it. After that you can solder your wire to it.

Given how your first mod went, I’m going to suggest you use something decidedly less aggressive than a dremel. Leave the power tools on the bench for this one. A simple hobby knife or sanding stick will get you there just fine.
