Comment on YSK that Joseph Stalin created the Great Terror. He started killing people randomly including artists, generals, doctors, scientists, government officials. Everyone was terrified.

He kinda did, actually!
Not sure if this was the optimal way, but the country has seen unprecedented economic growth and improvement in the quality of life. Excluding fear of being sent to Gulag, that is.
