It also doesn't seem to mention vending machines, but specialized shops or online selling. It's still gross, but it's also not unthinkable that this could happen in western countries. There was for instance an English internet personality who sold her used bath water a few years ago.

There is absolutely a network that sells all sorts of used underwear, condoms, you name it, in ‘the west’

no doubt, but that was one person, not a pattern of behaviour by the masses

There is literally a picture of a vending machine in the article
True. But that picture is like those AI videos on youtube today where the thumbnail doesn't show up in the video. According to this article, those vending machines were banned in 2004 and the trade in used panties was driven to specialized shops.
Edit:

Dude ok, I’m going to post some corrections, but you’re too annoying.
But that picture is like those AI videos on youtube today where the thumbnail doesn’t show up in the video.
It’s wikipedia. The photo is from 2009, and it’s uploaded 2015. It’s a real thing, it isn’t AI, not everything is fake news, things happen.
Does this count?
That’s not bathwater, it’s panties.

Doesn’t really sound like they’re getting away with it
