Besides that, who holds the keys? If they are in the posession of telegram itself it’s pretty moot, no?

Not sure what’s changed in the meantime, but per the article I linked, group chats aren’t, personal chats can be, but aren’t by default, and are buried in the Ui.
Also they use some non standard crypto for some reason.

Personal chats cannot be in a lot of cases. Like on desktop, except for macOS for some stupid fucking reason.
